This policy on open access to research data and methods consists of strategic principles common to the entire policy and two policy components in which objectives and actions are set out for each area. The strategic principles describe general preconditions for the pursuit of open access to research data and methods. They formulate principles that are important for the research community and must be adhered to when implementing openness.  +, This national policy component is the Finnish research community’s <sup id="cite_ref-3" class="reference"><a href="#cite_note-3">[3]</a></sup> shared guideline for the advancement of open access to research data. The policy component does not include research methods as these will, in accordance with the policy structure, be discussed in a separate<br />policy component.<br />The policy component on open access to research data primarily concerns research data that has been produced or used as part of a research or development process as of 1 July 2021 and<br />*where the researcher is working in or is affiliated with a Finnish research organisation and/or working with funding by a Finnish research funding organisation<br />or<br />*where the research or development project involving the compilation or use of the research data takes place in a Finnish research organisation and/or is funded by a Finnish research funding organisation.  +, This policy component provides general recommendations for the openness of research methods and infrastructures for research organisations, infrastructure providers, funders, publishers, the research community, and other operators.  +
Research data and methods shall be managed, opened and used responsibly and appropriately.  +
Responsible management of research data and methods is the most important prerequisite for openness. The research community has identified deficiencies in its practices.  +
Continuous monitoring will be carried out as part of the national monitoring of open science and research.  +
Researchers have access to infrastructures and services that enable responsible data management, and these are developed further in an economically sustainable way, taking into account the researchers’ needs.  +
No later than 2022, the Open Science Coordination will draw up an evaluation template[[CiteRef::Materials-footnote-8]] for future use in organisations as an evaluation tool in regular self-evaluation. Continuous monitoring will be carried out as part of the national monitoring of open science and research.  +
During 2021, the Open Science Coordination will, in cooperation with the research organisations and service providers, specify a minimum level of research data management infrastructures and services.  +
The researcher’s merits in the promotion of good data management, work related to research data and methods, and the appropriate opening of research data and methods are valued and can support the researcher’s career.  +
Continuous monitoring will be carried out as part of the national monitoring of open science and research.  +
No later than 2022, the Open Science Coordination will draw up a recommendation on good practices, i.e. how the promotion of good data management, work related to research data, and the opening of research data shall be considered in the researcher’s work, and how these merits will be evaluated.  +
This policy component provides general recommendations for the openness of research methods and infrastructures for research organisations, infrastructure providers, funders, publishers, the research community, and other operators.  +
Policy component for Open Educational Practices concerns open educational practices, that is, practices by which education, learning and teaching are made transparent and shared and which enable their further processing. The objectives in the policy components are more time-dependent goals, which involve concrete actions. Objectives and their associated actions will respond to a changing international environment more readily than the principles.  +
2: By 2025, learners will be provided with opportunities and support for open education.  +
From 2024 onwards at the latest, higher education institutions will encourage teachers to openly share teaching and evaluation related materials with learners.  +
From 2023 onwards at the latest, higher education institutions will support learners’ skills in themes related to open science and education, such as licensing practices and copyright.  +
From 2025 onwards at the latest, higher education institutions will encourage learners to share the products of their learning openly and to make use of materials opened by other learners, applying the quality criteria for open education. : i) Higher education institutions promote a voluntary open sharing and cooperation culture for learners by highlighting the opportunities for cooperation, peer development and use offered by open sharing and by informing them about the risks of open sharing. : ii) From 2023 onwards, higher education institutions, together with the Open Science and Research Coordination, will increase teachers’ understanding of the conditions imposed by copyright for the open sharing of materials produced by learners. : iii )By 2024, higher education institutions will have developed guidelines and operating models for the open sharing of products of learning. : iv) From 2024 onwards, the monitoring of open science will take into account how information is available to learners about the open sharing of their products of learning.  +
Higher education institutions involve learners in the planning and implementation of open education. : i) From 2024 onwards at the latest, higher education institutions will have practices in place to involve learners in the planning and implementation.  +
Higher education institutions have diverse ways of recognising competence gained through open education.  +
By 2024, in higher education institutions will begin to plan in the Digivision 2030 project how learners can utilise information related to their learning in accordance with the MyData principles.  +
Higher education institutions provide means and support to improve the availability and accessibility of education.  +
